The virtual phone number market has exploded in recent years, with dozens of providers competing for users who need temporary numbers for SMS verification. But the quality gap between the best and worst providers is enormous — the best services deliver codes in under 15 seconds with 95%+ success rates, while the worst take your money and deliver nothing.
We conducted a rigorous, real-world test of 10 popular virtual number providers in July 2026. For each provider, we purchased numbers and attempted verifications across 5 major platforms: WhatsApp, Google/Gmail, Telegram, Instagram, and OpenAI/ChatGPT. We tracked success rates, delivery speed, pricing, and customer support quality.

#Our Testing Methodology
To ensure fair and accurate results, we followed a strict testing protocol for each provider:
- 10 verification attempts per provider per platform — we ran 50 total tests per provider (10 attempts × 5 platforms = 50 tests each)
- Fresh browser profiles for each attempt — we used clean Chromium profiles to eliminate fingerprint bias
- Residential US IP addresses — all tests were conducted from US residential IPs to control for IP quality
- USA numbers only — we requested US numbers from all providers to normalize for country-specific variation
- Timed from code request to code delivery — we measured exact delivery times using timestamps
- Noted all failures and refund behavior — we tracked whether failed attempts were automatically refunded

#Detailed Provider Reviews
1. Shadow SMS — Best Overall
Shadow SMS delivered the highest overall success rate in our testing at 94%. Out of 50 verification attempts across 5 platforms, only 3 failed — and all 3 were on Instagram, which has the most aggressive anti-bot detection of any platform we tested. WhatsApp, Google, Telegram, and OpenAI all worked flawlessly.
The average delivery speed was an industry-leading 8 seconds from the time we clicked 'Send Code' on the platform to the code appearing in our Shadow SMS dashboard. The fastest delivery was 4 seconds (Telegram); the slowest was 19 seconds (Instagram). Every failed attempt was automatically refunded within seconds — no support ticket, no waiting period.
Shadow SMS uses real carrier SIM numbers rather than VoIP lines, which is the primary reason for its high success rate. The numbers are sourced from actual telecom operators in 50+ countries, making them indistinguishable from personal mobile numbers during platform verification checks.
2. SMS-Activate — Best Budget Option
SMS-Activate is a well-established Russian-based provider that offers numbers from a very wide range of countries at competitive prices. Our testing showed an 82% success rate, with the strongest performance on Telegram (100%) and Google (90%) and weaker results on Instagram (60%) and WhatsApp (70%). Delivery speed averaged 14 seconds — fast enough for most use cases but noticeably slower than Shadow SMS.
The platform is functional but the user interface is dated and can feel cluttered for new users. Pricing is among the lowest in the industry, starting at $0.30 per activation for some countries. Auto-refunds for failed deliveries are available but sometimes take a few minutes to process.
10. Google Voice — Not Recommended for Verification
We included Google Voice as a baseline because many users consider it a 'free' option for getting a second phone number. The results were definitive: Google Voice numbers are VoIP numbers, and 22 out of 50 verification attempts failed outright. WhatsApp rejected the number immediately. Instagram, Facebook, and OpenAI all returned errors. Only Telegram and a few smaller services accepted it, and even Telegram sometimes flagged it. If your goal is SMS verification for major platforms, Google Voice is not a viable option.
#What to Look For When Choosing a Provider
Based on our testing and experience, these are the five most important factors to evaluate when choosing a virtual number provider:
- Number type: Real carrier SIM vs VoIP. This is the single most important factor. VoIP numbers (Google Voice, TextNow, Skype) are detected and blocked by most major platforms. Real carrier numbers pass verification checks consistently.
- Automatic refund policy. The best providers automatically refund your credits if the SMS is not delivered. This protects you from losing money on failed attempts. Avoid providers that require you to manually request refunds through support tickets.
- Delivery speed. Faster delivery means less time waiting and less risk of the verification code expiring before you can enter it. Top providers deliver in under 15 seconds; anything over 30 seconds is concerning.
- Country and service coverage. Ensure the provider supports the specific country and platform combination you need. Having 100+ countries is useless if none of them work for WhatsApp.
- Pricing transparency. Watch out for providers that advertise low per-SMS prices but then charge separate fees for number activation, API access, or minimum balance requirements.
